Description of support scheme
The CEE general scheme was introduced by the energy law of 13/07/2005 (POPE law) with the aim of achieving energy savings in various sectors. This is a comprehensive scheme that applies to various sectors: residential, energy suppliers, small and medium-sized industry, agriculture and transport.
Addressees
The addressees are companies, homeowners in metropolitan France, local authorities.
Procedure
CEEs are awarded by Ministry of Energy to eligible actors carrying out energy saving operations. These actions can be carried out in all sectors of activity (residential, tertiary, industrial, agricultural, transport, etc.), on the property of eligible parties (or third parties that are encouraged to make energy savings). Obligated parties may also purchase ECCs from other actors who have carried out energy saving actions. They can also obtain certificates by contributing financially to support programmes.
The certificates issued are exclusively registered in an individual account opened in the national register of energy saving certificates. The register must also record all transactions (sales and purchases) of certificates and provide regular public information on the average trading price of certificates.
